The uncontested report of the referee is approved and respondents and any employees or persons acting in concert with respondents are permanently and perpetually enjoined from engaging in the practice of law in the State of Florida as specified in the Stipulation for Permanent Injunction and the addendum to the stipulation. Further, respondents are directed to comply with all terms and conditions in the stipulation and addendum.

Respondents are further assessed an $11,000.00 monetary penalty pursuant to Rule 10-7.1(d)(1) of the Rules Regulating the Florida Bar, which shall be paid to this Court.

Judgment is entered for The Florida Bar, 651 East Jefferson Street, Tallahassee, Florida 32399-2300, for recovery of costs from The Assistance Program, Inc. and Carlina Michelle Fitts Kiel in the amount of $3,392.93, for which sum let execution issue.

Not final until time expires to file motion for rehearing and, if filed, determined.
